Geotechnical Soils Reports in Ventura County: The Waiver Nobody Tells You About (2026)

Most homeowners assume a small project is too minor to trigger real engineering review. A 900-square-foot garage-conversion ADU. A one-story family room bump-out. Something light-frame, on a flat lot, that seems like exactly the kind of job Ventura County would let slide on paperwork.

Sometimes it does. Ventura County RMA's own waiver form lists categories of small, light-frame, level-lot projects that can skip the full geotechnical report. But that form carries a footnote almost nobody reads until it shows up as a correction letter: if your parcel sits in a mapped earthquake fault hazard zone, the waiver is off the table completely, regardless of project size. Not case by case. It's a flat exception, separate from every other qualifying condition on the page.

The Actual Rule: A Report Is the Default, Not the Exception

Ventura County RMA's Form B-49, “Foundation and Geotechnical Investigation Reports,” states the baseline plainly: California Building Code Section 1803.1 requires a geotechnical investigation to classify soil engineering properties at the building site. Every set of building plans submitted to Building and Safety has to come with a Geotechnical Investigation Report, unless the project qualifies for an approved Soils Report Waiver on Form B-50, or no foundation work is required at all.

That flips the usual assumption. The default in unincorporated Ventura County isn't “you probably don't need one.” It's “you need one unless you can show us why not,” a different starting point than most homeowners expect at the permit counter.

The no-foundation-work exception is what actually protects a straightforward interior remodel. Refinishing a kitchen, converting a bedroom, replacing bathroom fixtures, none of that disturbs the foundation, and the report requirement generally doesn't reach it. The moment a project adds square footage and a new footing or slab goes into the ground, you're evaluating against the waiver table instead.

The Waiver Table: What Actually Qualifies

Form B-49 lists categories of buildings and structures that can skip the full report through an approved Form B-50 waiver:

  • Light-frame buildings, one story or less, 1,000 square feet or less — the general residential-addition category most homeowners are hoping to fit into.
  • Private garages, carports, and structures accessory to a residential use — same one-story, 1,000-square-foot ceiling.
  • Certain agricultural structures — livestock and poultry shelters, barns, equipment storage, up to 3,000 or 12,000 square feet depending on type, still capped at one story.
  • Retaining walls under 6 feet using conventional spread footings, and pools on a level lot.
  • Non-building structures under 15 feet — tanks, towers, fences, antenna poles, and similar.

Two conditions apply across the board. The waiver only covers foundations built on an existing natural level lot containing no fill (footnote 2), so a pad that's been built up or regraded doesn't qualify. And the usual height cap is one story, but footnote 4 allows one additional story if a qualified geotechnical engineer or geologist provides a letter confirming liquefaction isn't probable on site, a real path to a two-story waiver-eligible structure, but only with that letter in hand.

Footnote 8: The Line That Overrides Everything Else

Here's the part of Form B-49 that changes the calculus for a real slice of Ventura County parcels. Footnote 8 reads, in full: “Property located in earthquake fault hazard zone area does not qualify for waiver regardless of that area.”

A homeowner could hit every other box, one-story, under 1,000 square feet, light-frame, level lot, no fill, and still not get the waiver, solely because the parcel sits in a mapped fault hazard zone. Project size stops being the deciding factor. Location does. This is exactly the kind of detail that turns into a mid-permitting surprise: a design built on the assumption that a small addition means simple paperwork, submitted for plan check, and sent back with a correction requiring a full geotechnical report nobody budgeted time or money for.

The mechanism is spelled out earlier on the same form: when a project sits in a known Earthquake Fault Zone or Seismic Hazard Zone, as mapped by the California Geological Survey, the required report has to include a Geologic Hazard Evaluation, a distinct scope prepared by a California-licensed Engineering Geologist under the state's Special Publication 117 guidelines, not just a soils engineer. Alquist-Priolo Fault Zones: What's Actually Zoned in Ventura County

The Alquist-Priolo Earthquake Fault Zoning Act is the state law behind the “Earthquake Fault Zone” language on Form B-49. The California Geological Survey maps and zones the traces of active faults statewide, and a structure for human occupancy generally can't be built directly on a mapped active trace; jurisdictions typically apply a setback, commonly around 50 feet from the fault, adjustable based on a site-specific investigation.

Ventura County's own General Plan hazards materials document several fault systems in the county as zoned active under the Act: the Simi-Santa Rosa, Springville, and Camarillo faults, plus the San Cayetano, Red Mountain, and Santa Susana fault systems and portions of the Oak Ridge Fault System. The same materials trace general paths: Simi-Santa Rosa runs along the northerly margin of the Simi and Tierra Rejada Valleys; Springville runs along the base of the Camarillo Hills and through Oxnard toward the coast; Santa Susana sits between the Oak Ridge zone and the LA County line, near Moorpark; and San Cayetano's western trace ends just east of Ojai.

That's context for why this topic matters in these parts of the county, not confirmation of your individual parcel's status. CGS Seismic Hazard Zones: Liquefaction and Earthquake-Induced Landslides

Fault rupture isn't the only hazard category the state maps. Under the Seismic Hazards Mapping Act, the California Geological Survey also produces zone maps for liquefaction and earthquake-induced landslides, and cities and counties must factor those maps into permitting decisions. This is separate from Alquist-Priolo fault zones, and Form B-49's “Seismic Hazard Zone” language covers both: landing in either type of mapped zone triggers the same Geologic Hazard Evaluation requirement.

Ventura County's General Plan hazards materials describe liquefaction risk as historically concentrated in the Oxnard Plain, the Santa Rosa and Pleasant Valley areas, the Ventura and Santa Clara River flood plains, and portions of Ojai, Thousand Oaks, Simi Valley, and Newbury Park. Hillside Lots: Grading Permits and Landslide History

Simi Valley, Thousand Oaks, and Ojai all have real hillside terrain, and hillside lots interact with this topic through grading as much as through the soils report itself.

Ventura County's grading rules require a permit once the quantity of fill exceeds 50 cubic yards, per Form B-49's footnote on retaining wall design. That threshold is easy to hit on a hillside lot doing anything beyond minor landscaping, a pad cut for an ADU, a driveway regrade, a retaining wall tall enough to hold back a slope. Once grading crosses that line, you're in a separate permit process with its own plan review, not just the soils-report question.

Slope stability is explicitly part of what a compliant geotechnical report has to address under LDSIB-02: both static conditions and pseudo-static, the added stress of seismic ground motion on a slope already carrying load. Ventura County's own hazards planning materials document a real landslide history in the county's hillside terrain, tied to weak rock formations and to the interaction between grading, drainage, and slope stability. Man-made slides can occur during grading, or months to years after, when altered drainage or added fill weight changes how water moves through the slope. None of that means every hillside lot is a bad site. It does mean the geotechnical and slope-stability conversation belongs earlier in design, not after grading starts.

Interior Remodel, Room Addition, or Detached ADU: Which One Actually Triggers This

Break your project into one of three categories, and the answer gets a lot clearer.

A like-for-like interior remodel that doesn't touch the foundation. New cabinets, fixtures, flooring. Form B-49's language exempts projects with no foundation work required, so this category generally doesn't trigger the report.

A room addition or second-story addition. Almost by definition, new foundation work. Whether it qualifies for the Form B-50 waiver depends on size and story count, the lot being natural, level, and free of fill, and, critically, the parcel not sitting in a mapped fault or seismic hazard zone. A new detached ADU. Almost always a new foundation, and depending on size can fall inside or outside the waiver table's one-story, 1,000-square-foot ceiling. A garage-conversion ADU reusing an existing slab is a different calculation than a new unit poured fresh. Either way, footnote 8 applies the same as it does to a room addition; size doesn't create an exemption. Unincorporated County or Incorporated City? Confirm Which Rulebook Applies

Everything above, Form B-49, Form B-50, and LDSIB-02, comes directly from Ventura County RMA and Public Works, and governs unincorporated county land. Simi Valley, Thousand Oaks, Moorpark, Camarillo, Oxnard, and the City of Ventura each operate their own building department, working from the same California Building Code base but not necessarily the same waiver table or the same forms.

Getting this wrong is the expensive mistake. Assume the county's waiver categories apply inside city limits, design to that assumption, and submit to the city's own building division, and you may find their soils report policy is stricter, more lenient, or just different in its paperwork.
