Here's what water, sewer, electrical, and gas connections actually cost for a Ventura County ADU, and where the budget really breaks.

Water: Share the Meter, or Get Your Own?

A separate water meter is optional, and homeowners usually choose it for one of two reasons: they're renting the unit out and want the tenant billed directly for their own water use, or they're planning ahead for a future sale or lot split where clean utility separation matters. Sewer: The Line Item That Actually Blows Up Budgets

Tying in vs. running new

If your ADU sits close to the house, near an existing bathroom or kitchen drain stub-out, tying into the existing lateral is straightforward: $2,500 to $6,000. That's typical for most garage conversions, where the plumbing run is short and often stays inside the existing footprint.

A detached ADU further back on the lot is a different job. Trenching a new drain line 40 to 80 feet to reach the house's existing lateral, or in some cases the street main directly, runs $6,000 to $18,000. Distance is the biggest driver, but so is what's in the way: mature landscaping, a poured concrete patio, or a driveway you don't want to jackhammer all add cost.

The slope problem on flat Ventura County lots

Gravity sewer lines need fall, roughly a quarter-inch of drop per foot of pipe, to keep waste moving toward the main. On a hillside lot in Thousand Oaks or eastern Simi Valley, that's usually not a problem. On the flatter tracts across Oxnard, Camarillo, and parts of Moorpark, it can be. Gas: Run It, or Skip It Entirely?

This decision changes your utility budget more than almost anything else on this list.

Running gas to a detached ADU means trenching a dedicated line from the meter, typically $2,500 to $6,000 depending on distance, plus its own SoCalGas coordination and inspection. It makes sense if you want a gas range or a traditional tankless water heater and your ADU sits close to the existing gas line.

Going all-electric skips that trench completely. A heat pump water heater runs $3,500 to $6,500 installed, and a ductless mini-split for heating and cooling runs $3,500 to $6,500. Beyond dodging the gas trench cost, all-electric ADUs generally have an easier path through Title 24 compliance under the current energy code, which favors heat pump equipment. For a detached unit sitting far from the house, all-electric is usually the cheaper, simpler call. For a garage conversion already close to existing gas service, running gas often isn't a real cost problem either way.


Connection Fees: What the ADU Law Exemption Covers, and What It Doesn't

This is the part homeowners misunderstand most, so we'll be precise about it.

California Government Code §65852.2(f) prohibits water and sewer agencies from charging a new or separate utility connection fee or capacity charge for most state-mandated ADUs, which covers nearly every garage conversion and the first detached ADU built on a single-family lot. Separately, any ADU with 750 square feet or less of interior livable space is exempt from local development impact fees entirely. Larger units get charged a fee that's proportional to the size of the primary home, not a flat rate.

Here's what that exemption does not touch: the actual construction cost of trenching, pipe, and wire to get utilities from the street or the house to your ADU. It doesn't cover replacing a sewer lateral that can't handle added flow. It doesn't cover an electrical panel upgrade if your existing service is inadequate. Timeline: Where Utility Work Stalls a Project

Water, sewer, and electrical rough-in generally happen early, right after the foundation goes in and before the walls close up. Done cleanly, it doesn't add time to a normal ADU schedule. Two things reliably do:

SCE coordination. Any panel upgrade or new meter requires a service request through Southern California Edison, and that review typically runs 4-10 weeks. It has to clear before your final inspection, so submit it the moment your electrical plans are finalized, not after framing is done.
